Objective: This study, with a Quranic-analytical approach, examines the extent and limits of judicial transparency in the conduct of divine rulers based on the verses of the Holy Quran and Nahj al-Balagha. The main issue is whether transparency was a constant principle in all stages of the trial or whether there were exceptions.
Method: The present study, using an inductive method, collected all the examples related to judicial practice in the Quran and Nahj al-Balagha and then analyzed the data in five axes of "explanation of laws, determination of punishments, trial, issuance of verdicts, and execution of verdicts" using a descriptive-analytical approach.
Findings: The findings show that divine rulers have acted transparently in explaining laws, announcing limits, holding public trials, issuing verdicts, and executing punishments, and have considered transparency as a means of establishing justice and preventing corruption. Only two cases were identified as time-limited exceptions: 1. The investigation stage before issuing a verdict 2. Arresting fugitive criminals; Both of which were temporarily non-public in order to discover the truth and ensure the administration of justice.
Conclusion: Transparency is a fundamental principle in the divine judicial system, and its exceptions are limited, purposeful, and time-bound, and after the goal is achieved, public information is provided.
