Objective: In today’s complex and dynamic world, diverse systems face serious structural and functional challenges. To confront these challenges and enhance institutional effectiveness and dynamism, supervision and evaluation emerge as indispensable instruments. Given their significance within an Islamic social order, this study seeks to identify the components of supervision and evaluation from the perspective of the Qur'an, with particular emphasis on the thought of Ali Khamenei. The principal objective of this research is to extract and articulate a coherent framework of supervisory and evaluative components grounded in Qurʾānic teachings and interpreted through the intellectual lens of Imam Khamenei. Through a systematic examination of religious teachings and leadership perspectives, the study aims to formulate a comprehensive model of supervision and evaluation consistent with Islamic values and objectives. A precise understanding of these components not only deepens conceptual insight into supervision and evaluation in Islam but also contributes to improving institutional performance and realizing Islamic societal goals.
Method: The study employs a descriptive–analytical methodology. Drawing upon Qurʾānic verses and Imam Khamenei’s viewpoints, the components of supervision and evaluation are identified and examined.
Results: The findings indicate that supervision and evaluation may be conceptualized at two interconnected levels: internal and external. Internal supervision is associated with elements such as awareness of the constant presence of God, justice, fairness, and piety (taqwā). External supervision encompasses components including public oversight, purposiveness, transparency, and efficiency. Public oversight enhances civic awareness and participation in improving organizational performance, while purposiveness and transparency contribute to the quality and effectiveness of evaluative processes. Conclusion: The results of this research may serve as a normative framework for enhancing institutional performance and advancing Islamic objectives within contemporary governance structures
